Universal electrification by 2029
Connecting a further 6.6 million Senegalese by 2030, in line with the Mission 300 summit commitments, prioritising the more than 30% of rural communities still off-grid.
Oil and gas sovereignty
Maximising the value of Sangomar and Grand Tortue Ahmeyim (GTA) production for the Senegalese people, and defending the State's interests in contract renegotiations with partner companies.
Energy transition
Raising renewables to 40% of the electricity mix, mobilising the USD 2.3 billion in private investment set out in the National Energy Pact.
International negotiations & arbitration
Drawing on his expertise in international economic law, the Minister conducts the State's strategic arbitration proceedings with rigour, in the sole interest of the Senegalese people.
Local content & jobs
Turning oil and gas into levers for industrialisation: reaching 50% local content by 2030, with stronger Senegalese companies, skilled jobs and genuine skills transfer.
Transparency & good governance
Transparent management of hydrocarbon revenues, accountable to citizens and ensuring that every franc from these resources benefits present and future generations.
His previous ministerial portfolios
Before Energy, Dr Diouf led two major ministries: Higher Education, Research and Innovation (April 2024 – September 2025), then Environment and Ecological Transition (September 2025 – June 2026).
